I assume that's part of it. Another part is that you spent a first round pick on a QB, and you have to make the full evaluation there. Many, many times, the second best QB on the team is the starter because he's the guy who they spent the money on, or they drafted high (kudos to Seattle for giving the job to Wilson over the high priced FA Flynn).
It's inconceivable to me, having watched both QB's play, and having the ability to go back to see those games over and over (which I have done - thanks NFL game pass), to think that Webb doesn't give us a better chance to win any random game now. There may be some long term plan, and we may find it to be the correct one down the road, but for the moment, Webb simply adds more to the Vikings plate, because Ponder simply doesn't add anything in the passing game. The Vikings front office is playing the long game. I don't think it's going to work, but you never know until the guys (Ponder/Webb) retire from the league.
As far as 'does the front office know there is no way Webb can be a full season starter?' and whether we believe them, I will name only one name, a guy the Vikes front office thought deserved to be paid like one of the top tight ends in the league - John Carlson.
