It's a dumb rule in my opinion. But the Panthers player did do it while 3 other players watched it.

It's only a penalty if you do it at an opponent, only then is it considered taunting.

The lineman was on the 9yd line b4 the pass was thrown.

A lineman can be 3-4 yards downfield = they won't call it unless they are at least 5 yards downfield.
