He's a "cover corner" (isn't that the job description of all CBs?) who played primarily off-man coverage in a cover-2/zone scheme. Not an excuse, but, you know, context.

I don't think he's going to get a big contract regardless of what he does this season. He has been an average starting CB that has had some injury and off the field problems. I think opposing WRs statistics will be more of an indicator of his ability than the number of interceptions he gets. If he's allowing every WR he faces 100 yards receiving but he ends the season with 10 ints, I still think he failed to do his job. His number one job is to prevent opposing WRs from dominating the game. After that creating turnovers becomes important.

So if a DE doesn't get sacks that's ok?

As dead_poet wrote, interceptions aren't the end-all-be-all of corners. That doesn't mean we're all saying it's okay that Cook hasn't made one yet (where are you getting that idea?) or that we'd all be okay with it if he didn't make one this season. It just means there's more to the job than making INTs and if the team considers re-signing him after this season, they'll probably base that decision on his whole performance, not just his INT total, which is exactly how they should look at it.

As long as Cook is preventing receivers from catching the ball, I couldn't care less about his INT total.
Winfield never got many INTs either. Doesn't mean he was bad.
